The Federal Aviation Administration has signed off on the NFL stadium under construction in Inglewood, the Los Angeles Times reports. In November 2015, the FAA officially voiced concerns that the shiny exterior of the $2.6-billion stadium could possibly scramble radar signals for LAX, making it a “presumed … hazard to air navigation.” The stadium is located in the flight path of LAX. To get the FAA’s approval, The Kroenke Group, developers of the stadium, will have to pony up $29 million to “fund the installation of a new aircraft-tracking system that will enhance the existing LAX radar system,” an FAA official told the Daily Breeze. With this secondary radar system locked down, “the FAA is able to issue a determination that the stadium will not pose a hazard to navigable airspace or affect the flow of traffic into LAX,” the official told the Breeze. Nothing about the stadium’s design or timeline will change based on the FAA’s decision. The project is already under construction, and is expected to be complete in 2019, at which point, it will be shared by the Rams and the Chargers. As the Breeze notes, much of the construction so far has been confined to digging, with crews excavating more than 3 million cubic yards of dirt. Now work can begin above ground. Happy hour cocktailing is the perfect opportunity to meet up with work colleagues, catch up with friends, let loose after a tough week, or just say yes to your latest Bumble catch.
Wherever in Los Angeles you are at 5 p.m. the good news is that you are likely nearby a happening bar or restaurant with happy hour offerings you won’t easily be able to pass up. Stocks mixed this week as investors wait for 4th quarter year end earnings – It was a pretty lackluster week for stocks. It seems everyone is waiting for earnings to be released. The Dow was just off its records of last week. The S&P was about the same as its all time high last week and the NASDAQ again set a record high. The DOW Jones Industrial Average closed the week at 19,885.73, down from last week’s close of 19,963.80. The S&P 500 ended the week at 2,274.64, unchanged from its close of 2,276.98 last week. The NASDAQ closed the week at 5,574.12, up from last week’s close of 5,521.16.
U.S. Treasury Bond yields – The 10-year U.S. Treasury Bond closed the week yielding 2.40%, almost unchanged from 2.42% last Friday. The 30-year Treasury Bond yield closed the week at 2.99%, almost unchanged from 3.00% last week. Mortgage rates follow bond yields, so we watch treasury bonds closely. Mortgage rates lower again this week – After surging in the weeks following the election, mortgage rates have settled in a little lower dropping slightly in the past couple weeks. The Freddie Mac Primary Mortgage Survey released on January 12, 2017, revealed that average mortgage rates from lenders surveyed for the most popular mortgage products were as follows: The 30-year fixed rate average was 4.12%. The 15-year fixed average rate was 3.37%. The 5/1 ARM average rate was 3.23%. Moody’s settles investigation for $864 million – It’s not really big news, but I was glad to see that Moody’s, the rating company, was fined $864 million for its role in the financial crises. Moody’s was accused of over rating mortgage securities. For example, they rated some mortgage backed security products as high as U.S. Government Bonds. When those investments collapsed and lost all or nearly all their value, the Justice Department and other agencies investigated them. It appeared they were selling ratings to investment firms, rather than doing a true evaluation. The ratings, especially the AAA ratings, made these products seem risk free and investors around the world, which included mutual funds, governments, retirement funds, unions, individuals, etc. stocked up on them only to lose all or almost all of their money when these investments collapsed. The amount of money lost was so great it almost collapsed the world’s financial system. The ratings agencies’ defense has been that they didn’t understand how these products were structured because they were so complicated and that is why they were so wrong! Unfortunately, Moody’s made much more in rating fees than $864 million so who knows if this is a deterrent to keep something like this from happening again. Trillions were lost. It could not have happened without the rating companies being so wrong. Nobody was criminally charged! Consumer confidence at peak levels – University of Michigan Surveys of Consumers chief economist, Richard Curtin wrote this week “Consumer confidence remained unchanged at the cyclical peak levels recorded in December. The Current Conditions Index rose 0.6 points to reach its highest level since 2004, and the Expectations Index fell 0.6 points which was lower than only the 2015 peak during the past dozen years. The post-election surge in optimism was accompanied by an unprecedented degree of both positive and negative concerns about the incoming administration spontaneously mentioned when asked about economic news. The importance of government policies and partisanship has sharply risen over the past half century. From 1960 to 2000, the combined average of positive and negative references to government policies was just 6%; during the past six years, this proportion averaged 20%, and rose to new peaks in early January. The Expectations Index was a strong 90.9, supporting a real consumption growth of 2.7% in 2017.” From what we are seeing out in the marketplace it looks like prices are beginning to move up at a good pace. Activity is strong and inventory levels are low. I’d expect home prices to increase at the quickest pace in the next few months. Home prices don’t move at a consistent even pace throughout the year. It’s not unusual to see prices begin to increase from February through spring and level out for the remainder of the year. It looks like the seasonal moving up process is starting just a little early this year as the economy has improved, and buyers are more optimistic than they were last January. Interest rates which have risen are on everyone’s mind, but nobody seems to realize that they are about at the same level that they were in December of 2015 before dropping sharply last year as the economy stalled. This year growth has picked back up both in the U.S. and around the world. Author Syd Leibovitch Los Angeles provides no limit of things to do, some awesome and some not so awesome. Rendering of Ma Yansong’s design for an Los Angeles-based Lucas Museum in Exposition Park. (Lucas Museum of Narrative Art)After a drawn-out battle of competing sales pitches that pitted the World’s Greatest City against our neighbor to the north (San Francisco), the Lucas Museum of Narrative Art is officially coming to Los Angeles. Mayor Eric Garcetti, who announced the news in a tweet and press release Tuesday, had long lobbied for the museum to come to Los Angeles. Competition for the museum settled on S.F. and L.A. after the original plans to house the museum in Chicago fell through. The museum took the unusual step of releasing renderings for both S.F. and L.A. potential locations in late October. Beijing-born Ma Yansong (a Zaha Hadid protégée) created the sweeping, curvilinear designs for both possible locations. The L.A.-based Lucas Museum (!) is now slated to join the California Science Center, California African American Museum, and Natural History Museum in Exposition Park, on the narrow strip of land adjacent to Vermont Avenue at the western edge of the the park. The land in question is currently occupied by surface parking lots. The museum will have between 265,000 and 275,000 square feet of interior space, with 100,000 feet devoted to galleries, according to L.A. Times. In a statement released on Twitter, the museum thanked both Los Angeles and San Francisco for their efforts, and cited South L.A.’s “Promise Zone” designation as especially important. “While each location offers many unique and wonderful attributes, South Los Angeles’s Promise Zone best positions the museum to have the greatest impact on the broader community, fulfilling our goal of inspiring, engaging and educating a broad and diverse visitorship. Exposition Park is a magnet for the region and accessible from all parts of the city.” Rendering of Ma Yansong’s design for an Los Angeles-based Lucas Museum in Exposition Park. (Lucas Museum of Narrative Art)“L.A. is gaining a new jewel with the breathtaking Lucas Museum of Narrative Art — and its presence here means that a day at Exposition Park will soon bring unrivaled opportunities to be immersed in stories told on canvas and celluloid, be moved by the richness of African-American history and expression, be awed by the wonders of science and the natural world, take a journey to the world of space exploration, and sit in the stands for a world-class sporting event,” Mayor Eric Garcetti said in a statement.

Article by We Like LA. John Krafcik, CEO of Waymo, introduces a self-driving Chrysler Pacifica hybrid at the Detroit auto show. (Paul Sancya / Associated Press)
Waymo, Google’s self-driving car division, will start testing its new fleet of minivans on public roads in California and Arizona this month. The minivans, built in collaboration with Fiat Chrysler, are Chrysler Pacifica hybrids outfitted with Waymo’s own suite of sensors and radar. Waymo and FCA announced their partnership in May. In a speech at the Detroit auto show Sunday, Chief Executive John Krafcik said that Waymo built the sensors, radar and software itself. He said the company thought the system would work better if it was developed specifically for the self-driving vehicles instead of using off-the-shelf parts. “A single integrated system means that all the different parts of a self-driving car work together seamlessly,” Krafcik said. Waymo also was able to significantly lower the cost of the system, he said. The rooftop lidar — which uses lasers to give the car a three-dimensional picture of the world — cost $75,000 a few years ago. Waymo has brought that cost down by 90% even as it developed its own lidar that can see a football helmet two football fields away, Krafcik said. Though no details were released about how Waymo brought costs down, the announcement could concern suppliers such as Velodyne, which makes lidar systems used by Ford Motor Co. and others, and Delphi Corp., which is developing its own autonomous driving system. Stephanie Brinley, an auto analyst for IHS Markit, said Google won’t control the market for self-driving technology, so other suppliers will go ahead with development of their own systems. But she thinks some smaller players in the nascent industry are “going to fall away.” Waymo has repeatedly said that it doesn’t plan to build its own cars, but provide self-driving systems to established carmakers, car-sharing services and others. In addition to FCA, Honda Motor Co. recently announced that it’s in talks with Waymo about using its technology in Honda vehicles. Krafcik said Waymo, a subsidiary of Google parent Alphabet that has been developing self-driving cars for eight years, expects to reach 3 million miles of test-driving this May.
